The HD 2400 XT outperforms nothing when gaming, although it's still got to be better than integrated graphics. Again, that's not really important. It's an impressive video accelerator. Yes, it did score a couple of points lower than other HD 2000-series video cards, but, without a benchmarking utility, you wouldn't be able to tell. It's only 8 points shy of a perfect score of 130.
Power and Noise
The heatsink and fan are the same as those used for the stock HD 2600 Pro, and work just as hard. Not because they have to, I think they just like to make noise. Given the option of the stock AMD HD 2400 XT and any of the passive, identical cards, I've got no reason to say that this is the better choice. And the noise is obviously not a thermal issue, because the card uses almost no power.
The power consumption is the lowest I've tested to-date:
Idle (integrated graphics): 125W
Idle (HD 2400 XT): 135W
CPU loaded, GPU idle: 222W
CPU and GPU loaded: 233W
  Idle power consumption 10W + Load power consumption 11W
= Total power consumption 22W
