The 9800 GX2 has no problems playing video; like the GTX, it doesn't quite clear away all the noise (SD only) by default, but that stuff is tweakable in the NVIDIA control panel.

And blam, it hits a wall. I guess you can call this a kind of victory; a GX2 puts a 2900 XT to shame, power-wise. It's really surpising that the fan stays as quiet as it does--must be all the baffling--but the card does get alarmingly hot. On my workbench, I couldn't succeed at getting it to flame out, but there are plenty of people online who claim otherwise. This card needs good ventilation, or you're asking for trouble. For the record, a GX2 is quiet, on par with a 3870 and definitely less noisy than a GTX. If that means nothing to you, unless you demand absolute silence from your PC, stock cooling is probably a non-issue. Good thing, too, 'cause good luck with the aftermarket.

With the, er, unique cooling, I can't say for sure that overclocking is a guarantee. I didn't get much extra at all, and that's in an open-air environment (as you can see, it wasn't even worth making a graph for). But there are tales of much better overclocks out there, with the exact same card, even. Bad luck, it must just be bad luck.
