AFAIK, it is not illegal if you're ripping as "back up" purposes and yes I've done it before.

for dvd's its illegal to copy no matter what the reason. but then again, it's illegal only if you get caught. watch out for those autoreporting programs on those dvds...

a good dvd ripping program for just the vobs in windows is dvd decrypter have had much success with that. On the linux side of things, I'd look into dvdrip, a nice gtk/perl app that makes dvd ripping relatively easy acting as a frontend to transcode. There is also mencoder which comes with mplayer. Mencoder happens to be much faster and I've had much more success with the ffmpeg4 codec., which is the best codec I've ever used for divx encoding. The only downside is there is no good gui for mencoder that I've found so I've ended up doing things by hand. Then you have to test and re-encode to get the "perfect" settings to fit on cd and size. Since everything before hand is a rough esitamte. I'd probably just go w/ dvdrip. ffmpeg4 codec is significantly faster than divx5 though. Probably about 2-5x.
