yeah dude...that is the kind of crap you find through pop-ups...pure crap.
Tweak windows yourself with Resource Hacker, any hex editor, in DOS with 'edit' command...or in the registry...anything you want to do..just search on google and you will find everything you want. Can you still screw up your computer this way? sure....but you have the same risk no matter which way you do it. I have never fudged my computer, i make backups of my kernel(ntoskrnl.exe i believe) and explorer(duh explorer.exe) since i edited those, and if i ever have a problem, i can replace the edited one with the original through DOS or through linux (if you have it mounted on the same hard drive or same motherboard)

This is a good set of tools to tweak XP with. I have used the PowerToys version on 2000 for the past 3 years and it has worked flawlessly. This version should work with XP Home, Pro and the latest Server 2003 which is what I am trying it with. It is basically a front end to many of the registry hacks you could do yourself.

if you want to tweak a windows based pc running fast and barebones for gaming or just smooth for everyday computing, check out
blackviper (http://www.blackviper.com/)
this site is for sore eyes or pc's, it will tell you from a list what's good and safe and explains what things do as well.
there are many things running in the back ground of window's OS's that you don't need and they suck the juice for nothin.......
you can also check out
pc pit stop (http://www.pcpitstop.com/)
had problems with my sister's new pc, thought it was a virus was going to formatt and install.
I checked out this site and after a couple of onsite tests they came up with bad ram, changed out the ram and bingo worked like a charm.
they too have other tests to optmizing your pc.
