Well i was transfering my parent's old Athlon 800, Windows ME system into my room and whenever i boot it up i get:
"Explorer has caused an error in WININET.DLL"
I can't even get to the desktop because it crashes before anything loads.
Any help would be greatly appriciated.

I think the problem first started when they decided to get Windows ME. ME is a horrible disgrace. Microsoft even stopped supporting it after it was released because it was so much crap.
If you can't even get into Windows, I suggest reformatting.

I tried clearing out my history, cookes, etc. in dos but that didn't work
I cant try what it says in the link because it never gets all the way into windows. It never loads anything all that is there is my background, no start menu, no icons.
I really don't want to reformat, there are alot of files I need on there.

Take the harddrive out, hook it up to a different computer and backup your files. I don't know if there is any other way to fix it...
You could probably do a reinstall over the existing OS if you have actual WinMe disks, not a disk image. That way, it would most likely repair the files missing and you could get into the OS. Just don't format and you should be ok.
PS Yes, winME is CRAP!

Ya, I used these recovery cd's that came w/ it to restore the os. I only lost a couple programs, so it wasn't too bad. But now I can't get my ethernet card to work :x . Oh, well. I don't have time to fix it now, I'll get it later.

Not sure if you have solved the problem yet, but if not, you can try this. If you have the winME disk and you can access its files, you can find win_16.cab and extract the necessary dll out of it. You might be able to overwrite the old one with a new one which is not corrupt.
